Downtown Revitalization

We must Revitalize Downtown with Structure and Accountability. 

Whether she is taking her dog for a walk outside her Pearl District apartment or facilitating treatment programming at the Oregon Change Clinic, Shannon lives and breathes the challenges holding back downtown Portland every day. 

Shannon knows that our downtown small business owners are the backbone of Portland’s business community, and right now they need our help.

As a Marine Corps veteran who runs a culturally-specific treatment center, Shannon intimately knows the importance of balancing accountability and compassion. Shannon brings a fresh perspective to Oregon politics when it comes to economic development in downtown’s community spaces. 

Shannon will balance the needs of downtown business owners, residents, and those seeking treatment recovery resources in order to revitalize Portland for the future. 

Whether you’re struggling with addiction, or your business is about to close — you should not be suffering in silence.

We need to pull down the plywood - get people back in their offices, help small businesses keep their doors open, and ensure that every Portlander has the opportunity to thrive in their communities.

Public Safety

All Portlanders deserve to feel safe in their communities.

Since the pandemic, drug use has increased dramatically across the country, especially in Portland. This has affected the lives of those struggling with addiction, their loved ones, and the community around them. As the founder and CEO of one of Oregon’s only culturally-specific treatment centers, Shannon engages directly with clients who are facing substance use disorder and have other behavioral health needs every day. 

She knows, that to improve public safety we must give law enforcement the tools they need to create equitable deflection programs to get people into treatment, keep folks out of jail and not further overburden our criminal justice system, fund mobile crisis response, and build a full behavioral health continuum of care.

All Portlanders and Oregonians deserve to feel safe in their communities. Shannon will fight to enact common-sense gun safety legislation. She will work to raise the minimum age for purchases to 21, ban assault weapons, and prevent people convicted of hate crimes from purchasing firearms

Access to Treatment & Housing

Getting our neighbors off the streets and into treatment and housing

People should live full lives in their communities. Treatment and housing should be readily accessible in our neighborhoods. That’s why Shannon is expanding the Oregon Change Clinic into downtown to meet people where they are —working to heal people and give them the resources they need, when and where they need them. 

A trained Trauma Specialist and Family Psychotherapist, behavioral health is always at the forefront of Shannon’s mind, whether she’s interacting directly with a client at the Oregon Change Clinic, thinking of her loved ones, or all Oregonians. Decades of policy failure and underfunding has caused  Oregon to have the worst access to behavioral health services in the U.S. and the system has been strained further  by rampant fentanyl use. Increasing accessibility to better quality and affordable treatment services is paramount to creating a future for Oregon. She knows treatment must be de-stigmatized so those seeking help can receive the care they need without shame. Shannon has already seen results with better behavioral health services. The Oregon Change Clinic has brought stakeholders together from across state, local, and county government to more than triple the number of Oregonians receiving addiction treatment at her clinic, and successfully converted a dilapidated motel into 37 beds for people in treatment. These are the type of promises Shannon has delivered on and can be reliable for this issue and beyond

Economic Development

Shannon will champion small-business development

Small businesses are the backbone of Portland’s economy — 94% of our city’s businesses employ between 1 to 50 people. As the CEO of a successful multi-million dollar company, she knows what it takes to build and grow a business in this post-pandemic economy. 

As your state representative, Shannon will champion small-business development from Linnton to Downtown Portland to ensure they have the support they need to start, keep their doors open, and expand.

Shannon is a pro-choice candidate.

Shannon fought for our country in the Marine Corps for the values that unite us as Oregonians, including the freedom to marry and the right to an abortion.
